Development of the Outer Courtyard at the Freeman Youth Rehabilitation Centre

The Freeman Complex is an important facility for the Youth Protection Branch in the Outaouais region. Each year, its four units receive more than 100 young people living with difficulties such as behavioural problems, violence, substance abuse, risky sexual behaviour and suicidal risk. The facility can also accommodate youths with high needs thanks to its day centre, which offers adapted schooling, as well as other programs promoting social reintegration and preparation for adult life.

With a mandate to rehabilitate youths and support them in their development, the facility’s service offerings aim to meet various needs, including the development of social skills, emotional management, collaboration, mutual aid, as well as self-improvement and self-esteem, all within the framework of an educational experience shared with educators and intervention officers.

For these young people with needs, the Freeman Youth Rehabilitation Centre is a full-fledged living environment – that is why the Centre’s team of specialists, through various intervention strategies, tries to normalize their daily lives there.

Sports and outdoor activities are an essential component of their rehabilitation program since they allow adolescents to develop positive social behaviours with a view to returning to their respective homes. By making these much-needed activities possible, new spaces and facilities can play an essential part in fulfilling the Centre’s primary mandate.

Currently, the outer courtyard and infrastructures are not adequately developed for these activities and do not meet the community’s needs. Moreover, especially difficult periods like the current pandemic demonstrate the absolute necessity of further outdoor development for the youths. Having a landscaped yard would allow young people to let off steam and channel their emotions, while developing a sense of belonging towards the Centre.

MAKE A DIFFERENCE HERE AT HOME

The Freeman Youth Rehabilitation Centre outdoor courtyard development project aims to create a fully functional outdoor multi-sports field with four courts (basketball, volleyball, tennis, badminton), a platform that can serve as skating rink for ice hockey in the winter and inline hockey in the summer, and several spaces equipped with basketball hoops and pear ball stands for individual or small group activities.

The team of professionals strives to employ best practices in their interventions to help the youths best navigate the difficult times they are going through and to meet their needs. Despite the counsellors and educators’ best and most creative efforts, providing new outdoors and sports activities is not always possible due to the Centre’s obsolete facilities. This leads to frustration and disappointment among youths who feel their needs are not being met, and increases the risk of runaways.

This project will have the following impacts:

  • • Provide young people with a living environment that gives them access to sports, allows them to reduce stress and anxiety, and helps them channel their energy;
  • • Use sports as a source of shared experience to promote the development of positive social behaviour, self-knowledge, self-actualization, confidence and self-esteem;
  • • Create a more enjoyable living environment which puts young people at ease and incites them to stay, thus reducing the number of runaways;
  • • Provide an informal context in which to foster a helping relationship with the youths;
  • • Foster partnerships with various actors playing a role in the youths’ lives, such as parents and families, police officers and community organizations that conduct workshops on the Centre’s premises;
  • • Mobilize the youths and make them responsible for the good maintenance of their environments.
